Background

Constables Paul Ferreira and Andrew Thurston were nominated for the Chief of Police Citation for Valour for their exceptional courage, decisiveness, and selfless actions during a life‑threatening incident involving multiple stabbing victims.

On July 16, 2024, Constables Ferreira and Thurston were the first officers on scene at a 911 call reporting multiple stabbings at a residence in London. Knowing the armed suspect remained inside, they entered a locked residence and confronted an active, chaotic, and extremely dangerous situation, where victims were gravely injured.

Despite repeated commands, the suspect advanced toward the officers while armed with a large knife. Faced with an imminent threat to life, the officers discharged their firearms to stop the attack, immediately transitioning to life‑saving efforts, rendering first aid to victims and securing the scene until additional emergency responders arrived. Tragically, one victim later succumbed to injuries despite extensive medical intervention.

An SIU review concluded that the officers’ actions were lawful, necessary, proportionate, and undertaken to protect life and prevent further harm in circumstances where no reasonable alternatives existed.

Constables Ferreira and Thurston demonstrated extraordinary bravery, professionalism, and unwavering dedication to duty, while placing themselves at significant personal risk. Their actions reflect the highest standards of policing and fully merit recognition through the Chief of Police Citation for Valour.

On April 28, 2025, Constable Noseworthy responded to a high‑priority call involving a mother in labour, who was unable to access medical assistance in time. Recognizing the urgency, she immediately took control of the situation, and personally delivered the infant before paramedics arrived. She then assessed the baby, identified signs of breathing distress, and applied targeted medical intervention to ensure the safety of both the mother and child under extreme conditions.

Constable Noseworthy’s actions directly saved lives and exemplify the London Police Service’s mission to protect and enhance public safety. Her response reflects the Service’s core values of courage, integrity, service excellence, and compassion.

The Road Safety Section led a thorough, meticulous, and impartial investigation involving complex reconstruction analysis, evidence collection, judicial authorization, victim services, and extensive interviews. The investigative team’s efforts reflected a high standard of police professionalism, both with the driver and bus operator, reinforcing accountability and community trust.

Beyond investigative excellence, members placed a strong emphasis on community trust through early and continued engagement. Under Staff Sergeant Michael Anderson’s leadership, the team maintained ongoing communication with the family during the extensive investigation.

A public press conference was held to clearly explain the investigative findings, demonstrating transparency, accountability, and sensitivity to the family’s needs.

In the aftermath, the team launched proactive outreach and partnership, introducing an extensive school bus‑safety campaign. This included collaboration with bus companies to identify high‑risk routes, coordinating targeted enforcement, and developing a Back‑to‑School safety campaign. Their collective efforts demonstrated a commitment to public safety and meaningful prevention initiatives.
