Background

On March 11, 2023, officers responded to a fatal stabbing at 621 Kipps Lane, leading to a barricaded suspect situation in an apartment. The suspect, armed with a shotgun, resisted negotiations and fired on the Emergency Response Unit (ERU), injuring Constable Calvin Lui and Constable Ian Bedore.

Despite the danger, ERU members, including Sergeant William Hewerdine, Constable Blair Corsaut, Constable Ian Bedore, Constable Calvin Lui, Constable Brandon McCoy, Constable Nicolas McGlone (Canine), Constable Peter Keane, and David Klassen, demonstrated exceptional courage and professionalism. While providing emergency first aid to the wounded officers, they also maintained containment and implemented a tactical plan to deploy gas into the barricaded area.

Their efforts, along with the other ERU members, successfully brought the suspect into custody without further violence, showcasing their bravery, teamwork, and commitment to public safety in the face of life-threatening circumstances.

Since joining the London Police Service in December 2019, Constable Chad Laprise has demonstrated an exceptional ability to elevate the skills and confidence of members through innovative and compassionate training practices. Drawing on his extensive experience with the Emergency Response Team and as a Use of Force Trainer, Chad has made significant contributions to our organization.

Chad's work as a reintegration trainer has been instrumental in preparing officers returning to duty, instilling operational readiness, confidence, and competence. Beyond formal duties, Chad created a training group at LPS Headquarters, where he dedicates personal time to coaching and mentoring members. The group, now with 229 participants, has strengthened skills, confidence, and camaraderie across both sworn and civilian staff.

Chad's commitment extends to training new recruits, Special Constables, Auxiliary members, and civilian staff, making him a positive role model and ambassador for the Training Unit. His dedication to fostering continuous improvement and collaboration exemplifies the highest standards of professionalism and service excellence. Constable Laprise's unwavering passion and selfless commitment to the growth and resilience of our workforce make him a deserving recipient of the Chief's Award of Excellence in Organizational Wellness.

Sergeant Jeremy Elliot displayed exceptional leadership, directing officers to establish a perimeter, ensuring safety, and managing containment until specialized units arrived. His decisive actions safeguarded citizens and officers in a volatile situation.

In addition to her work in the Financial Crime Unit, Sonya is a dedicated leader on the Peer Support Team and actively promotes wellness initiatives, including running the LPS Run Club and fitness programs.

On a critical call to a Walmart for reports of a choking child, Constables Maude and Balla displayed exceptional professionalism and lifesaving skills. Upon arrival, they immediately administered CPR to the child, who had gone unconscious and begun seizing. Their swift and decisive actions stabilized the child until EMS arrived to take over care.

As the situation escalated, officers coordinated seamlessly to clear intersections, ensuring EMS could transport the child to the hospital as quickly and safely as possible. Constables Maude and Balla demonstrated outstanding teamwork, working alongside Dispatcher Dias and other officers to facilitate an efficient route to the hospital.

According to EMS, the quick response and actions of all involved were instrumental in saving the child’s life and minimizing the risk of neurological damage. The collaborative effort turned what could have been a parent’s worst nightmare into a story of hope and recovery.

This incident highlights the unwavering dedication of LPS members to the community and the life-saving impact of their training and teamwork. Constables Maude and Balla are commended for their remarkable response and embodiment of the highest standards of Policing.

This award recognizes the exceptional contributions of members of our Uniformed Division and Criminal Investigations Division in the investigation and prosecution of the 2021 Afzaal family homicide, a tragic and unprecedented act of terrorism in London, Ontario. This landmark case resulted in Canada’s first jury conviction for terrorism-motivated first-degree murder, with four counts of murder and one count of attempted murder. The professionalism, perseverance, and dedication of these officers showcased the London Police Service’s commitment to justice, multiculturalism, and community safety, earning commendation from the Attorney General and the Public Prosecution Service.
